The International Seminar "Rosario: City of Human Rights" was focused on building a concensus on human rights from diverse approaches and specialties, by human rights specialists and activists from the region.

It occured en Rosario,AR from 12 to the 22 of Octubre in 2004. It was assisted by a network of 28 NGOs, all of which focus on Human Rights Education. These organization represented a number of countries including,Argentina, Bolivia, Belize, Brazil, Colombia, Guatemala, Paraguay, Perú, Mexico y Venezuela.

The seminar was centered around presentations by local and international specialists, who used a variety of different methods to present, as can be seen in the program.

The provincial government of Santa Fe, and Rosario Human Rights City's Coordinating Committee organized this year's International Seminar on the Application of Human Rights Law to Policing. Representatives from the United Nations Development Program also participated in the seminar which was based on the United Nations' text: "Human Rights Application to the Law: Manuel of Human Rights Capacitation for the Police". In Rosario, the Seminar was directed at 4th year cadet students and in Sante Fe.

Appropriate professionals from the Ombudsperson's office and members of INSGENAR facilitated this workshop delivered to students from 5th to 8th grade. The workshop was initiated due to the high number of teenage pregnancies in the province of Santa Fe.

Two conferences directed at police officers and cadets throughout six provinces in Argentina.

Directed at the indigenous Toba Community of Rosario.

Presentation and video were followed by a debate incorporating 60 officials from technical colleges from the south of the province of Santa Fe specializing in teacher training.

Members of the local police force, an association representing sexual minorities, organizations representing civil society, and the Ombudsman Office of the People of Santa Fe participated in the seminar.
