PDHRE - Latin America is the Latin American and Caribbean chapter of PDHRE - International. In actuality, it is based out of INSGENAR's office in Rosario, Argentina. INSGENAR devotes support and resources towards the pursuits and organization of PDHRE - LA.

PDHRE - Latin America, is the Regional Learning Institution for Human Rights Education (RLIHRE) for Latin America. It is currently being run by INSGENAR.

The aim of the RLIHREs is to develop a new vocation: human rights educators for social and economic transformation. The objective is to train and support new generations/cadres of educators who will in turn go back to their constituencies to establish ongoing programs of learning. At the RLIHREs future educators will be introduced to a wide range of subjects from political economy to social sciences, and international law.

Programs will be devised to share, and develop practical methodologies, strategies and materials for extending and promoting learning in their communities to evoke critical thinking and systemic analysis, with a gender perspective, and within a holistic human rights framework relevant to the concerns of the community. Returning to their countries, the educators will work with their organization to integrate programs for human rights education in their activities, and plan comprehensive ongoing national plans for methodical outreach to diverse sectors of society. It is envisioned that a new political leadership guided by the human rights framework will emerge.

Four RLIHREs are being established in : Africa (Bamako, Mali); Asia Pacific (Manila, Philippines); Latin America (Rosario, Argentina); South Asia (Mumbai, India). Each one of the RLIHREs will collaborate with one of the human rights cities, where trainees will undertake fieldwork in human rights education.
